    Benjamin Goh, D.O. has decades of experience in family practice, wholly with the Coastal Health family.  He earned his Doctor of Osteopathic Medicine degree from Oklahoma State University College of Osteopathic Medicine in Tulsa, Oklahoma. Prior to that, he obtained a Bachelor of Science in Pharmacy from the University of Oklahoma Health Science Center in Oklahoma City.

    Dr. Goh completed his internship at Hillcrest Health Center in Oklahoma City, Oklahoma, followed by specialized residency in Anesthesiology at Texas College of Osteopathic Medicine, Department of Anesthesiology, in Ft. Worth, Texas. 

    Board certified in family practice, geriatric medicine and obesity medicine, Dr. Goh is dedicated to providing comprehensive and specialized care to patients of all ages. He is a fellow of the American College of Specialists in Geriatrics and the American College of Ethical Physicians. Dr. Goh is an active member of the American Osteopathic Association, the American College of Osteopathic Family Physicians, the Florida Osteopathic Medical Association and the American Board of Obesity Medicine.

    Before joining Coastal Health, Dr. Goh served his country with distinction in the medical corps for the U.S. Army and Florida National Guard. His prior roles also included serving as a flight surgeon, general medical officer, emergency room physician and hospital pharmacist. As a retired colonel from the U.S. Army, Dr. Goh also holds the designation of Senior Aviation Medical Examiner by the Federal Aviation Administration.

    Dr. Goh is not only a seasoned family practitioner but also a dedicated professional with a rich background in military medicine, emergency care and pharmacy.

    Brent Waters, M.D., is a partner and family practice physician with Blackshear Family Practice, a division of Coastal Health. He is board certified by the American Board of Family Physicians. Dr. Waters obtained his Doctor of Medicine degree from the Medical College of Georgia in Augusta, Georgia, following his Bachelor of Science in Microbiology from the University of Georgia in Athens, Georgia.

    Dr. Waters completed his family practice internship at CJW-Chippenham Medical Center in Richmond, Virginia, and continued his training with a family practice residency at VCU-MCV Chesterfield Family Practice, also in Richmond.

    In addition to his medical practice, Dr. Waters is actively involved in various community and  professional activities. He serves as a hospitalist at Memorial Satilla Health where he has served as chief of staff. Furthermore, he dedicates his time as a program site director for the Memorial Satilla Family Medicine Residency Program.

    Dr. Waters is licensed to practice medicine in Georgia and holds a DEA license. He is an enthusiastic member of the Blackshear Rotary Club and enjoys pursuing hobbies such as fishing, hiking, tennis and reading.

    Caleb Dunlap, M.D. is board certified in family medicine. He earned his doctorate degree from American University of the Caribbean in St. Maarten after earning a Master of Science in Chemistry at the University of Central Florida in Orlando. Dunlap completed his family medicine residency at Orange Park Medical Center, Florida. 

    Before joining Coastal Health, Dr. Dunlap was active in both volunteer and paid positions. While attending university, he served as a leasing agent and laboratory coordinator, gaining experience in organizing and training employees and students. As a volunteer, he helped by:  organizing a carnival for orphans in St. Maarten, providing companionship to dementia patients,  and administering free sports physicals at Orange Park High School. 

    As a result of his experiences, Dr. Dunlap is dedicated to pediatric and newborn care, community service, and palliative and quality of life care for his patients. He will continue to serve all ages and all stages of life, as well as being active in the Jacksonville community. 

    Dr. Dunlap is a member of the American Association of Family Physicians, the American Medical Association, the Clay County Medical Society and the Society of Teachers of Family Medicine.

    Dr. David J. El Hassan is a Jacksonville native and board-certified Family Medicine physician with over a decade of experience in patient care, medical education, and healthcare leadership. His passion for medicine took him abroad for training, but he always knew he would return home to serve his community.

    Dr. El Hassan completed his residency at St. Vincent’s Family Medicine Residency Program, where he was honored to serve as Chief Resident. Throughout his career, he has received numerous awards for his dedication to patient care and community service. His commitment to medical education extends to teaching pre-medical students, medical students, and advanced practice providers, as well as training family medicine residents.

    Beyond clinical practice, Dr. El Hassan has played an active role in healthcare leadership. He has served on and chaired multiple hospital and health system committees, including the Hospital Credentials Committee, Primary Care Council, and Medical Executive Committee. Most notably, he served as Chief of Staff at Ascension Clay County, where he worked to enhance patient care quality, physician engagement, and operational efficiency.

    Recognized for his ability to connect with the community, Dr. El Hassan has made frequent appearances on local news stations, providing expert medical insights and educating patients on a wide range of health topics. He has also dedicated time to volunteering at local free medical clinics, ensuring underserved populations receive the care they need.

    Dr. David Pozo is a board-certified internal medicine physician. He received his Doctor of Osteopathic Medicine (D.O.) degree from the Lake Erie College of Osteopathic Medicine in Bradenton, FL. He completed his residency in Internal Medicine through the University of Central Florida/HCA Gainesville, Consortium. Prior to his medical training, Dr. Pozo earned a Master of Science (M.S.) in Biomedical Science from Florida Atlantic University and a Bachelor of Science (B.S.) in Molecular Biology & Microbiology from the University of Central Florida.

    In addition to his clinical practice, Dr. Pozo has experience in medical education, having served as a graduate teaching assistant at Florida Atlantic University, where he led undergraduate anatomy and physiology labs. He also has experience as a medical scribe, helping document patient encounters, which further strengthened his understanding of the clinical workflow.

    Dr. Pozo is passionate about advancing his knowledge in the field of internal medicine and is an active member of the American College of Physicians and the American Osteopathic Association.     Dian Daher, D.O., is board certified with the American Board of Family Medicine. She earned her Doctor of Osteopathic Medicine from the Dr. Kiran C. Patel College of Osteopathic Medicine, Nova Southeastern University in Fort Lauderdale, Florida. Dr. Daher completed her residency from the Naval Hospital in Jacksonville, Florida. She served military members and families in all facets of health care from the common cold to serious injuries and chronic health conditions. She also worked for civilian hospitals to coordinate admission of COVID patients and increase medical capacity.

    Prior to joining Coastal Health, Dr. Daher served with the United States Navy where she was assigned to the medical evaluation board, detention facility medical officer, corpsman supervisor, sexual assault forensic examiner and as senior medical officer. Additionally, she has been a neonatal response provider. Her experience includes all facets of medicine from combat injuries to well-child assessments.

    Jairo Brieva, M.D., serves as Chief Medical Officer for Coastal Health Primary Care, providing administrative and physician leadership to ensure the delivery of high-quality medical care. In this role, he supports Coastal Health providers and staff by communicating clinical policies, regulatory requirements, and best practices that promote patient safety, effective treatment, and continuous quality improvement.

    A board-certified family physician and seasoned healthcare leader, Dr. Brieva brings more than 34 years of clinical experience and 18 years in executive and administrative leadership roles. He is widely recognized for his ability to combine deep clinical expertise with strategic vision to elevate standards of patient care across organizations.

    Dr. Brieva earned his Doctor of Medicine degree from Universidad Libre in Cali, Colombia, and completed his Family Practice residency at the University of Florida in Jacksonville. He is a Diplomate of the American Board of Family Practice and an active member of the American Academy of Family Physicians, the Florida Academy of Family Physicians, and the Duval County Medical Society.

    Dr. Sidey’s professional interests and research are focused on hormone therapy, healthcare for at-risk populations, palliative and quality-of-life care and resident training and education. She is certified in pediatric advanced life support, basic life support and advanced cardiovascular life support.

    With a heart for service and a belief in physicians as community leaders, Dr. Sidey has helped to institute a food pantry for a low income clinic, created a newborn wellness initiative and has volunteered as a physician at health fairs, women’s centers, emergency shelters, missions and provided physicals for at-risk youth.

    Jordan Phelps, D.O., is a dedicated and accomplished physician specializing in primary care
    sports medicine and family medicine. He obtained his Bachelor of Science in Kinesiology from
    Louisiana State University in Baton Rouge, Louisiana, graduating with cum laude honors. He
    received his Doctor of Osteopathic Medicine from Nova Southeastern University/KPCOM in
    Davie, Florida.

    Dr. Phelps completed his residency in family medicine at UCF/HCA GME Consortium in
    Gainesville, Florida. Here, he honed his skills in providing comprehensive care for patients of all
    ages. He went on to complete his fellowship in primary care sports medicine at HCA/Memorial
    Health University Medical Center in Savannah, Georgia.

    Dr. Phelps has provided expert medical coverage as a team physician, and has been involved in
    the healthcare of the Georgia Southern football and basketball teams, Chatham County Public
    Schools football teams, iKon FC, Tormenta FC, Savannah College of Art and Design’s athletic
    teams, Walt Disney World Marathon, and the Savannah Bananas baseball team.

    With proficiency in a wide range of clinical skills, Dr. Phelps is well versed in performing
    peripheral joint and musculoskeletal injections. He has experience performing ultrasound guided
    procedures using corticosteroids, hyaluronic acid, and regenerative medicine, including PRP. Dr.
    Phelps has comprehensive training in family and primary care sports medicine and is
    dedicated to ensuring the well-being and quality of life of his patients.

    Dr. Phelps has received recognition for his outstanding contributions and achievements in the
    field of family medicine. He was awarded the UCF/HCA GME Consortium Family Medicine
    Golden Apple Award in June 2022, which highlights his exceptional leadership, education and
    team-based care. Furthermore, he was honored with the UCF Excellence in Teaching Family
    Medicine Award in November 2021 for his excellence in teaching during family medicine
    clerkships for medical students.

Dr. Muenz has served patients for decades in private practice as well as supervising primary care providers for Baptist Health System, St. Vincent’s HealthCare System and other independent family practitioners.

He received his medical degree from the University of Louisville, School of Medicine and completed his residency as chief resident at the University of Tennessee, Chattanooga Unit of College of Medicine.     Mike Hardin, D.O., is a dedicated and accomplished pediatrician.     Craig Chris, RN, is a highly skilled primary care provider with experience in emergency and trauma medicine.     Gretchen Baldwin, PA-C, is a family medicine physician assistant in acute and chronic care.
