Benjamin Goh, D.O. has decades of experience in family practice, wholly with the Coastal Health family.  He earned his Doctor of Osteopathic Medicine degree from Oklahoma State University College of Osteopathic Medicine in Tulsa, Oklahoma. Prior to that, he obtained a Bachelor of Science in Pharmacy from the University of Oklahoma Health Science Center in Oklahoma City.

Dr. Goh completed his internship at Hillcrest Health Center in Oklahoma City, Oklahoma, followed by specialized residency in Anesthesiology at Texas College of Osteopathic Medicine, Department of Anesthesiology, in Ft. Worth, Texas. 

Board certified in family practice, geriatric medicine and obesity medicine, Dr. Goh is dedicated to providing comprehensive and specialized care to patients of all ages. Brent Waters, M.D., is a partner and family practice physician with Blackshear Family Practice, a division of Coastal Health. He is board certified by the American Board of Family Physicians. Dr. Waters obtained his Doctor of Medicine degree from the Medical College of Georgia in Augusta, Georgia, following his Bachelor of Science in Microbiology from the University of Georgia in Athens, Georgia.

Dr. Waters completed his family practice internship at CJW-Chippenham Medical Center in Richmond, Virginia, and continued his training with a family practice residency at VCU-MCV Chesterfield Family Practice, also in Richmond.

In addition to his medical practice, Dr. Waters is actively involved in various community and  professional activities. He serves as a hospitalist at Memorial Satilla Health where he has served as chief of staff. Furthermore, he dedicates his time as a program site director for the Memorial Satilla Family Medicine Residency Program.

Caleb Dunlap, M.D. is board certified in family medicine. He earned his doctorate degree from American University of the Caribbean in St. Maarten after earning a Master of Science in Chemistry at the University of Central Florida in Orlando. Dunlap completed his family medicine residency at Orange Park Medical Center, Florida. 

Before joining Coastal Health, Dr. Dunlap was active in both volunteer and paid positions. While attending university, he served as a leasing agent and laboratory coordinator, gaining experience in organizing and training employees and students. As a volunteer, he helped by:  organizing a carnival for orphans in St. Maarten, providing companionship to dementia patients,  and administering free sports physicals at Orange Park High School. 

As a result of his experiences, Dr. Dunlap is dedicated to pediatric and newborn care, community service, and palliative and quality of life care for his patients. He will continue to serve all ages and all stages of life, as well as being active in the Jacksonville community. 

Dr. Dunlap is a member of the American Association of Family Physicians, the American Medical Association, the Clay County Medical Society and the Society of Teachers of Family Medicine.

Dr. David J. El Hassan is a Jacksonville native and board-certified Family Medicine physician with over a decade of experience in patient care, medical education, and healthcare leadership. His passion for medicine took him abroad for training, but he always knew he would return home to serve his community.

Dr. El Hassan completed his residency at St. Vincent’s Family Medicine Residency Program, where he was honored to serve as Chief Resident. Throughout his career, he has received numerous awards for his dedication to patient care and community service. His commitment to medical education extends to teaching pre-medical students, medical students, and advanced practice providers, as well as training family medicine residents.

Beyond clinical practice, Dr. El Hassan has played an active role in healthcare leadership. He has served on and chaired multiple hospital and health system committees, including the Hospital Credentials Committee, Primary Care Council, and Medical Executive Committee. Most notably, he served as Chief of Staff at Ascension Clay County, where he worked to enhance patient care quality, physician engagement, and operational efficiency.

Dr. David Pozo is a board-certified internal medicine physician. He received his Doctor of Osteopathic Medicine (D.O.) degree from the Lake Erie College of Osteopathic Medicine in Bradenton, FL. He completed his residency in Internal Medicine through the University of Central Florida/HCA Gainesville, Consortium. Dian Daher, D.O., is board certified with the American Board of Family Medicine. She earned her Doctor of Osteopathic Medicine from the Dr. Kiran C. Patel College of Osteopathic Medicine, Nova Southeastern University in Fort Lauderdale, Florida. Dr. Daher completed her residency from the Naval Hospital in Jacksonville, Florida. Prior to joining Coastal Health, Dr. Daher served with the United States Navy where she was assigned to the medical evaluation board, detention facility medical officer, corpsman supervisor, sexual assault forensic examiner and as senior medical officer. Heather Brooke Clair, M.D., Ph.D. is a board-certified family medicine physician committed to delivering compassionate, comprehensive care to patients of all ages. Jordan Phelps, D.O., is a dedicated and accomplished physician specializing in primary care
sports medicine and family medicine. He obtained his Bachelor of Science in Kinesiology from
Louisiana State University in Baton Rouge, Louisiana, graduating with cum laude honors. He
received his Doctor of Osteopathic Medicine from Nova Southeastern University/KPCOM in
Davie, Florida.

Dr. Phelps completed his residency in family medicine at UCF/HCA GME Consortium in
Gainesville, Florida. Here, he honed his skills in providing comprehensive care for patients of all
ages. He went on to complete his fellowship in primary care sports medicine at HCA/Memorial
Health University Medical Center in Savannah, Georgia.

Dr. Phelps has provided expert medical coverage as a team physician, and has been involved in

Michael Edwards, D.O., is the Chief Medical Officer for Coastal Health Primary Care. He is responsible for the administrative and physician leadership in providing patients with a high caliber of medical care. Dr. Edwards also serves Coastal Health providers and staff through communicating policies and regulations for safety, medical treatments and quality improvements.

Mike Hardin, D.O., is a dedicated and accomplished pediatrician. In 1982, Dr. Hardin joined his father’s practice which became Family Medical Centers, now Coastal Health Primary Care, where he has served the community with compassion and expertise for more than four decades. His commitment to the founding of this institution reflects his vision for accessible and high-quality healthcare for his local community. 

After graduation from Bishop Kenny High School in Jacksonville, Florida, Dr. Hardin earned his Bachelor of Science degree in Biological Science from Loyola University in New Orleans, Louisiana. He further pursued his Doctor of Osteopathic Medicine degree at Kirksville College of Osteopathic Medicine in Kirksville, Missouri, solidifying his expertise in osteopathic medicine.

Angela Adams, RN, MSN, FNP-C, is a distinguished family nurse practitioner certified by the American Academy of Nurse Practitioners. Pediatric Nurse Practitioner Barbara Trunzo (formerly Forester) is a board-certified advanced registered nurse practitioner, with extensive experience in family medicine. Betsy Geraci is a certified physician assistant with experience helping patients with examinations, preventative care and treatments.

Craig Chris, RN, is a highly skilled primary care provider with experience in emergency and trauma medicine. Gretchen Baldwin, PA-C, is a family medicine physician assistant in acute and chronic care. Heather Tarno, APRN, FNP-BC, is an experienced advanced practice nurse, specializing in acute care. Katy Lopez, DNP, APRN, FNP-BC, is a compassionate and dedicated family nurse practitioner who brings more than 13 years of hospital experience to her role at Coastal Health. She earned her Doctor of Nursing Practice with a Family Nurse Practitioner focus from Jacksonville University and her Bachelor of Science in Nursing from the University of North Florida. 

Before becoming an advanced practice provider, Katy built a strong clinical foundation serving in progressive leadership roles including emergency department supervisor and clinical lead specialist. Her extensive background in emergency medicine and primary care allows her to provide comprehensive, patient-centered care across the lifespan, with an emphasis on chronic disease management and preventive health. 

Katy is fluent in Spanish and passionate about delivering culturally competent care to diverse communities. Her doctoral project on fall prevention in the emergency department demonstrated her dedication to evidence-based practice and quality improvement. Kristy Gowen is a board-certified Family Nurse Practitioner dedicated to providing compassionate, community-centered care. A lifelong resident of Camden County, she is honored to serve the same community where she was born, raised, and is now raising her own family. 

Kristy earned her Bachelor of Science in Nursing from the College of Coastal Georgia in 2013 and her Master of Science in Nursing from Georgia College and State University in 2023. She is nationally certified by the American Academy of Nurse Practitioners (AANP) and licensed to practice in both Georgia and Florida. 

Before becoming a nurse practitioner, Kristy spent a decade with the Georgia Department of Public Health, where she worked across a variety of programs including women’s health, immunizations, infectious disease, and chronic disease prevention. Since earning her certification, she has practiced in both urgent care and primary care settings, providing care for patients of all ages. 

Kristy is also passionate about global health and had the opportunity to provide care in underserved rural communities through Honduras Outreach, Inc.—an experience that deepened her commitment to delivering empathetic, respectful, and patient-focused care. 

She is certified in Basic Life Support and actively involved in professional and community initiatives. Kristy is a member of the Georgia Nurses Association and has served on the Camden Connection leadership board as well as the Coastal Health District Good to Great committee.

Marilyn Rodriguez Ballard, DNP, APRN, FNP-C, is a highly experienced, board-certified Family Nurse Practitioner who brings over 20 years of clinical expertise to Coastal Health. Prior to becoming a Nurse Practitioner, Marilyn worked as a Registered Nurse in critical care for more than 10 years. She has since gained experience in a wide range of healthcare settings, including primary care clinics, military health systems, substance abuse programs, and rehabilitation centers. She is passionate about health education, preventive care, and supporting patients with complex or chronic conditions.

Peter Masterson, M.S.N., B.S.N. is a certified advanced registered nurse practitioner with Coastal Health, with experience in the fields of neurological critical care, rapid response, surgical/trauma intensive care and in-home risk assessments.

Masterson earned his Master of Science in Nursing from the University of Cincinnati in Ohio. With several years of clinical nursing experience already obtained from his time at UF Health Jacksonville among multiple departments, Masterson moved into an advanced practice registered nurse position in the neurological critical care unit within UF Health in Jacksonville.

He is affiliated with the Florida Nurse Association, and also held leadership roles in various UF Health groups, including the Clinical Practice Council, the Multi-Critical Care Committee and the Trauma Surgical Intensive Care Unit Counsel.

Sarah J. Gomez is an advanced practice registered nurse with Coastal Health. A detailed and team-oriented professional, Gomez joined the practice with experience providing prime patient care with a focus on health care prevention and support.

Gomez earned her Masters of Science in Nursing at South University in Savannah, Georgia and her Bachelor of Science in Nursing from the University of Central Florida in Orlando, Florida. Prior to joining Coastal Health, Gomez supported patients of all ages from pediatrics to geriatrics. She worked for St. Vincent’s Clay in Orange Park in various capacities, including as an emergency department nurse delivering hands-on care to patients in a fast-paced critical care environment. Seth Atkinson is an Advanced Practice Registered Nurse (APRN) with over eight years of experience in emergency and trauma care. He currently holds a Master of Science in Nursing (MSN) with a specialization in Family Nurse Practitioner (FNP), Atkinson combines clinical expertise with a strong commitment to leadership and patient care.

Throughout his career, he has demonstrated exceptional leadership abilities, particularly in his role as a charge nurse, where he was responsible for managing team dynamics and ensuring high-quality patient outcomes in fast-paced, high-pressure environments. His extensive trauma experience at a Level 2 trauma center, along with his role as a house supervisor overseeing staffing and coordination, has solidified his ability to handle complex, high-stakes situations.

In addition to his clinical roles, Atkinson is deeply committed to community service. He participates in annual medical mission trips to Jamaica, where he provides free medical and dental care to underserved populations. This volunteer work reflects his passion for improving healthcare access and his dedication to making a difference in the lives of others.

Atkinson’s clinical certifications include Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Emergency Nurse Pediatric Course (ENPC) and Trauma Nursing Core Course (TNCC). Outside of his professional life, Atkinson enjoys an active lifestyle, with a particular love for wakeboarding on the St. Johns River, lifting weights, playing pickleball year-round, and hiking the mountains of North Georgia. Shannon Brown is a board-certified Family Nurse Practitioner. Shannon brings a wealth of experience in patient care, with a focus on delivering exceptional service across various healthcare settings.

Brown earned her Master of Science in Nursing as well as her Bachelor of Science in Nursing from Purdue University Global. Additionally, she holds an Associate of Science in Nursing from Florida State College at Jacksonville.

Certified by the American Academy of Nurse Practitioners, Brown is also licensed by the Florida Board of Nursing as both an Advanced Practice Registered Nurse and a Registered
Nurse. She is certified in Basic Life Support and Advanced Cardiac Life Support. She has also received a Specialization in Integrative Health Medicine from the University of Minnesota.
Brown’s diverse background includes international experience with Lighthouse For Christ Mission in Mombasa, Kenya, and Pamoja Zanzibar NGO in Pemba Island, Tanzania. In her
previous role at Wolfson Children’s Hospital in Jacksonville, Florida, she specialized in hematology/oncology and provided care in the Step-Down section of the Pediatric Intensive Care Unit.
