Benjamin Goh, D.O. has decades of experience in family practice, wholly with the Coastal Health family.  He earned his Doctor of Osteopathic Medicine degree from Oklahoma State University College of Osteopathic Medicine in Tulsa, Oklahoma. Prior to that, he obtained a Bachelor of Science in Pharmacy from the University of Oklahoma Health Science Center in Oklahoma City.

Dr. Goh completed his internship at Hillcrest Health Center in Oklahoma City, Oklahoma, followed by specialized residency in Anesthesiology at Texas College of Osteopathic Medicine, Department of Anesthesiology, in Ft. Worth, Texas. 

Board certified in family practice, geriatric medicine and obesity medicine, Dr. Goh is dedicated to providing comprehensive and specialized care to patients of all ages. He is a fellow of the American College of Specialists in Geriatrics and the American College of Ethical Physicians. Dr. Goh is an active member of the American Osteopathic Association, the American College of Osteopathic Family Physicians, the Florida Osteopathic Medical Association and the American Board of Obesity Medicine.

Before joining Coastal Health, Dr. Goh served his country with distinction in the medical corps for the U.S. Army and Florida National Guard. His prior roles also included serving as a flight surgeon, general medical officer, emergency room physician and hospital pharmacist. As a retired colonel from the U.S. Army, Dr. Goh also holds the designation of Senior Aviation Medical Examiner by the Federal Aviation Administration.

Dr. Goh is not only a seasoned family practitioner but also a dedicated professional with a rich background in military medicine, emergency care and pharmacy.

Brent Waters, M.D., is a partner and family practice physician with Blackshear Family Practice, a division of Coastal Health. He is board certified by the American Board of Family Physicians. Dr. Waters obtained his Doctor of Medicine degree from the Medical College of Georgia in Augusta, Georgia, following his Bachelor of Science in Microbiology from the University of Georgia in Athens, Georgia.

Dr. Waters completed his family practice internship at CJW-Chippenham Medical Center in Richmond, Virginia, and continued his training with a family practice residency at VCU-MCV Chesterfield Family Practice, also in Richmond.

In addition to his medical practice, Dr. Waters is actively involved in various community and  professional activities. He serves as a hospitalist at Memorial Satilla Health where he has served as chief of staff. Furthermore, he dedicates his time as a program site director for the Memorial Satilla Family Medicine Residency Program.

Caleb Dunlap, M.D. is board certified in family medicine. He earned his doctorate degree from American University of the Caribbean in St. Maarten after earning a Master of Science in Chemistry at the University of Central Florida in Orlando. Dunlap completed his family medicine residency at Orange Park Medical Center, Florida. 

Before joining Coastal Health, Dr. Dunlap was active in both volunteer and paid positions. While attending university, he served as a leasing agent and laboratory coordinator, gaining experience in organizing and training employees and students. As a volunteer, he helped by:  organizing a carnival for orphans in St. Maarten, providing companionship to dementia patients,  and administering free sports physicals at Orange Park High School. 

As a result of his experiences, Dr. Dunlap is dedicated to pediatric and newborn care, community service, and palliative and quality of life care for his patients. He will continue to serve all ages and all stages of life, as well as being active in the Jacksonville community.

Dr. David J. El Hassan is a Jacksonville native and board-certified Family Medicine physician with over a decade of experience in patient care, medical education, and healthcare leadership. His passion for medicine took him abroad for training, but he always knew he would return home to serve his community.

Dr. El Hassan completed his residency at St. Vincent’s Family Medicine Residency Program, where he was honored to serve as Chief Resident. Throughout his career, he has received numerous awards for his dedication to patient care and community service. His commitment to medical education extends to teaching pre-medical students, medical students, and advanced practice providers, as well as training family medicine residents.

Beyond clinical practice, Dr. El Hassan has played an active role in healthcare leadership. He has served on and chaired multiple hospital and health system committees, including the Hospital Credentials Committee, Primary Care Council, and Medical Executive Committee. Most notably, he served as Chief of Staff at Ascension Clay County, where he worked to enhance patient care quality, physician engagement, and operational efficiency.

Recognized for his ability to connect with the community, Dr. El Hassan has made frequent appearances on local news stations, providing expert medical insights and educating patients on a wide range of health topics. He has also dedicated time to volunteering at local free medical clinics, ensuring underserved populations receive the care they need.

Dr. David Pozo is a board-certified internal medicine physician. He received his Doctor of Osteopathic Medicine (D.O.) degree from the Lake Erie College of Osteopathic Medicine in Bradenton, FL. Dian Daher, D.O., is board certified with the American Board of Family Medicine. She earned her Doctor of Osteopathic Medicine from the Dr. Kiran C. Jordan Phelps, D.O., is a dedicated and accomplished physician specializing in primary care
sports medicine and family medicine. He obtained his Bachelor of Science in Kinesiology from
Louisiana State University in Baton Rouge, Louisiana, graduating with cum laude honors. He
received his Doctor of Osteopathic Medicine from Nova Southeastern University/KPCOM in
Davie, Florida.

Dr. Phelps completed his residency in family medicine at UCF/HCA GME Consortium in
Gainesville, Florida. Here, he honed his skills in providing comprehensive care for patients of all
ages. He went on to complete his fellowship in primary care sports medicine at HCA/Memorial
Health University Medical Center in Savannah, Georgia.

Dr. Phelps has provided expert medical coverage as a team physician, and has been involved in
the healthcare of the Georgia Southern football and basketball teams, Chatham County Public
Schools football teams, iKon FC, Tormenta FC, Savannah College of Art and Design’s athletic

John Muenz, M.D. is a board certified physician with experience in physical medicine and rehabilitation, pain management and addiction management. Kent Braeutigam, D.O., has more than three decades of experience in family medicine.

Michael Edwards, D.O., is the Chief Medical Officer for Coastal Health Primary Care. He is responsible for the administrative and physician leadership in providing patients with a high caliber of medical care. Dr. Edwards also serves Coastal Health providers and staff through communicating policies and regulations for safety, medical treatments and quality improvements. 

He received his Doctor of Osteopathic Medicine degree from Nova Southeastern University College of Osteopathic Medicine in Ft. Lauderdale, Florida. He received his Bachelor of Science in Biology from Villanova University in Villanova, Pennsylvania where he was a member of the Villanova University football team. Dr. Edwards then completed his residency at the St. Vincent’s Family Medicine Residency Program in Jacksonville, Florida.

Scott Marberry, M.D. is board certified in family medicine and primary care sports medicine and is a candidate for board certification in obesity medicine. He earned his Doctor of Medicine from the University of Oklahoma College of Medicine in Oklahoma City in 2013. He served his residency at Florida Hospital in Orlando where he was the chief resident. Dr. Marberry completed his sports medicine fellowship at Mayo Clinic in Jacksonville. In recent years, he was accepted as a diplomate of the American Board of Obesity Medicine.

Before joining Coastal Health, Dr. Marberry was an attending physician for the Center for Health and Sports Medicine in Jacksonville, Florida. He is one of the leading experts in his field with multiple publications and educational presentations. 

Dr. Marberry combines the full spectrum of family medicine care along with knowledgeable treatment for non-surgical orthopedic conditions such as arthritis, tendinitis, strains, sprains and fracture care. He performs ultrasound diagnostics and image-guided injections for all extremity treatments, which include hyaluronic acid and cortisone injections.

Dr. Marberry has served as team physician for many high school and collegiate athletics, being present on the sidelines for immediate medical evaluation and sports physicals. Mike Hardin, D.O., is a dedicated and accomplished pediatrician. In 1982, Dr. Hardin joined his father’s practice which became Family Medical Centers, now Coastal Health Primary Care, where he has served the community with compassion and expertise for more than four decades. His commitment to the founding of this institution reflects his vision for accessible and high-quality healthcare for his local community. 

After graduation from Bishop Kenny High School in Jacksonville, Florida, Dr. Hardin earned his Bachelor of Science degree in Biological Science from Loyola University in New Orleans, Louisiana. He further pursued his Doctor of Osteopathic Medicine degree at Kirksville College of Osteopathic Medicine in Kirksville, Missouri, solidifying his expertise in osteopathic medicine.

His postgraduate training included a comprehensive general medicine rotating internship at Doctors Hospital in Columbus, Ohio. Dr. Hardin then specialized in pediatrics, completing his residency at Children’s Hospital, also in Columbus, Ohio. His passion for pediatric gastroenterology led him to pursue a fellowship at The Children’s Hospital (now Nationwide Children’s Hospital) in Columbus, Ohio, demonstrating his commitment to advanced and specialized care for young patients.

Heather Bennett, APRN is a board certified family nurse practitioner with Coastal Health serving patients of all ages and conditions. Bennett earned her Master of Science in Nursing from Chamberlain College of Nursing in Downers Grove, Illinois and her Bachelor of Science in Nursing from Slippery Rock University, Slippery Rock, Pennsylvania. 

Prior to joining Coastal Health, Bennett worked for more than a decade as a charge nurse in the emergency department of Shands Starke Regional Medical Center in Starke, Florida providing critical care to patients as well as the training and direction of staff nurses. She also was in interventional radiology and nuclear medicine nursing at Orange Park Medical Center in Orange Park, Florida. 

Bennett is certified from the American Heart Association as a healthcare provider, in advanced cardiac life support and pediatric advanced life support.

Heather Tarno, APRN, FNP-BC, is an experienced advanced practice nurse, specializing in acute care. She holds a Master of Science in Nursing, Family Nurse Practitioner degree, from the University of Cincinnati in Ohio. Additionally, she graduated cum laude with a Bachelor of Science in Nursing from the University of North Florida in Jacksonville.

Throughout her nursing career, Tarno has gained valuable experience through diverse clinical rotations. As a student, she completed rotations at Conviva Care Centers, Coastal Health and Emed Specialty Clinic, focusing on primary care in different settings. This experience allowed her to develop a comprehensive understanding of patient care across the lifespan.

Tarno’s previous role as a registered nurse at Flagler Hospital spanned a decade. During this time, she served as an emergency room staff nurse as well as a transitional unit charge nurse and clinical trainer, contributing to staff development and ensuring high-quality patient care. Additionally, Tarno worked as a medical-surgical staff nurse.

Proficient in various computer systems, including eClinicalWorks, Athena, Allscripts and Microsoft Office, she effectively manages patient records and utilizes technology in her practice.

Dedicated to the future of nursing, Tarno recently served as a clinical adjunct professor at Saint Johns River State College. In this role, she instructed undergraduate nursing students in acute care settings, including Baptist Health, Flagler Hospital and HCA facilities in Florida.

Peter Masterson, M.S.N., B.S.N. is a certified advanced registered nurse practitioner with Coastal Health, with experience in the fields of neurological critical care, rapid response, surgical/trauma intensive care and in-home risk assessments.

Masterson earned his Master of Science in Nursing from the University of Cincinnati in Ohio. With several years of clinical nursing experience already obtained from his time at UF Health Jacksonville among multiple departments, Masterson moved into an advanced practice registered nurse position in the neurological critical care unit within UF Health in Jacksonville.

He is affiliated with the Florida Nurse Association, and also held leadership roles in various UF Health groups, including the Clinical Practice Council, the Multi-Critical Care Committee and the Trauma Surgical Intensive Care Unit Counsel.

He participates in annual medical mission trips to Jamaica, where he provides free medical and dental care to underserved populations. This volunteer work reflects his passion for improving healthcare access and his dedication to making a difference in the lives of others.
